Worldwide governments are seeking ways to implement new generations of information and communication technologies. The technology quest is fuelled by consultants and an IT-industry that applause what is labelled e-government strategies, on-line services, digital administration, e-governance, etc.

The entusiam on IT is shared evenly in developing countries as Vietnam, Laos and China (the pictures to the right are from these countries) as well as developed countries as the UK, Denmark, and the US. The development of the Public Sector Process Rebuilding (PPR) approach has been inspired of and is usefull in both categories of countries.

The Public Sector Process Rebuilding (PPR) concept is supportive of using IT to its maximum extent but advocate that this needs to be met by the external users of the public sector. Also, PPR is advocating that rather than using digital wheelbarrows, governments need to use IT as part of innovations and do this in a more matured and qualified mode.
